I would guess someone defaulted the shipping system to European standards.

Systems I worked with had odd handling of Japan currency, and if coded wrong would get number 1/100 of correct value.
Programs had to multiply database value to get correct value. Since Japan does not use any decimal amounts, it was “ok” to just shift the digits on storage, and not increase size of field. (Back in 80s).
