e to compare first hand bureaucracies around the world, I would say that, in general, US bureaucracy is a lot less bothersome that most any other I have seen

Those countries have had quite a while longer than the USA for their bureaucracies to spiral out of control. The USA is catching up to their level of dysfunction at an extraordinary clip.
