Overview of the Texas Law (House Bill 1481)

Legislature & Summary: The Texas Legislature, during the 89th Regular Session in spring 2025, enacted House Bill 1481, which prohibits students from using personal communication devices—including cell phones, tablets, smartwatches, radios, pagers, and similar—for the entire school day on school property.

Effective Date & Implementation Deadline: The law became effective June 20, 2025, and mandates that all school systems adopt compliant written policies by September 18, 2025.
Medical/Health-Related Exemptions (Including for Type 1 Diabetics)
HB 1481 does include exemptions, specifically allowing students to use personal devices under medically-based circumstances. The policy must permit use of such devices when any of the following are met:

Implementation of an IEP, 504 plan, or similar plan — e.g., when a student’s individualized education plan includes assistive technology.

Medical necessity with documentation from a qualified physician — if a physician has directed that the device is necessary for the student.

Health or safety requirements under law or the school system’s safety protocols — such as in emergency situations.
These are not discretionary—they are mandatory exceptions that must appear in local district policies.
