My impression is that there are two main reasons. The sensors actually work for 14 days in practice, so throwing them away early just raises costs, both manufacturing costs and the price that the users pay. And they are keenly aware that the Libre has a significantly lower cost per day on paper, and even a bit lower cost considering that the Dex sensors are usually restarted. At present the Dex can command a bit higher price because it has alerts, but the next version of the Libre will be a full CGM, so the competition will become keener.
