### Overview of the Texas Law (House Bill 1481)
- **Legislature & Summary** : The **Texas Legislature** , during the 89th Regular Session in spring 2025, enacted **House Bill 1481** , which prohibits students from using _personal communication devices_—including **cell phones, tablets, smartwatches, radios, pagers** , and similar—for the entire school day on school property.
- **Effective Date & Implementation Deadline** : The law became effective **June 20, 2025** , and mandates that all school systems adopt compliant written policies by **September 18, 2025.**

### Medical/Health-Related Exemptions (Including for Type 1 Diabetics)
HB 1481 **does include exemptions** , specifically allowing students to use personal devices under medically-based circumstances. The policy **must** permit use of such devices when any of the following are met:
1. **Implementation of an IEP, 504 plan, or similar plan** — e.g., when a student’s individualized education plan includes assistive technology.
2. **Medical necessity** with **documentation from a qualified physician** — if a physician has directed that the device is necessary for the student.
3. **Health or safety requirements** under law or the school system’s safety protocols — such as in emergency situations.
These are **not discretionary** —they are mandatory exceptions that must appear in local district policies.
